The National Certification and Accreditation Administration's Notice on Further Regulating the Information Technology Service Management System

Notice on Energy Management System Certification Activities

All relevant certification bodies:

       Currently, some certification bodies for information technology service management systems and energy management systems fail to consistently meet the requirements of the certification rules during their certification activities.To further standardize the certification activities of information technology service management systems and energy management systems, in accordance with relevant laws, regulations and rules such as the "Certification and Accreditation Regulations", the following work requirements are hereby notified:

       I. Certification bodies that have already obtained the certification approval scope for Information Technology Service Management System and/or Energy Management System must conduct a comprehensive self-inspection in accordance with the "Announcement on Carrying out Certification Work for Information Technology Service Management System" (Document No. 8 of 2012) issued by the Certification and Accreditation Administration of the People's Republic of China and its annex "Implementation Rules for Certification of Information Technology Service Management System", as well as the "Energy Management System Certification Rules" jointly issued by the Certification and Accreditation Administration of the People's Republic of China and the National Development and Reform Commission. They should prepare a self-inspection report and affix their official seals. The report should be submitted to the Certification and Accreditation Administration of the People's Republic of China before January 5, 2024.If they cannot continuously meet the relevant requirements, they should immediately suspend the certification activities in the corresponding fields and make rectifications.Once the rectification meets the required conditions, they can resume the certification activities in the corresponding fields after confirmation by the Certification and Accreditation Administration of the People's Republic of China.

       II. When an accreditation body conducts the certification activities for the Information Technology Service Management System, it must comply with all the requirements stipulated in the "Announcement on Conducting Certification Work for Information Technology Service Management System" and its annex "Implementation Rules for Certification of Information Technology Service Management System". Such certification body must obtain approval from the National Certification and Accreditation Administration and possess the qualification for certification in information security management system or other related fields of information technology, or meet the conditions of having more than 5 years of experience in quality system certification and having issued more than 200 certificates of information technology quality system certification, etc., and have more than 10 full-time auditors specializing in the field of Information Technology Service Management System.Any certification body that fails to meet the above conditions shall not conduct the certification activities for the Information Technology Service Management System.

       III. When conducting energy management system certification activities, certification bodies must comply with all the requirements of the "Energy Management System Certification Rules", obtain approval from the National Certification and Accreditation Administration, possess more than 3 years of experience in management system certification, and have no less than 10 registered full-time energy management system auditors.Certification bodies that do not meet these conditions are not allowed to carry out energy management system certification activities.

      IV. As of the date of issuance of this notice, the "Notice on Matters Concerning the Approval of Energy Management System Certification Bodies" issued by the National Certification and Accreditation Administration in 2014 shall be simultaneously invalidated.
